DECISION

EDWARD D. JELLEN, Bankruptcy Judge.

The issue before the court is whether the Richmond Unified School District (the “District”) is entitled to an order granting its motion to dismiss its pending Chapter 9 case. The court holds in the affirmative.

I. BACKGROUND

On April 19, 1991, the District filed a petition under Chapter 9 of the Bankruptcy Code. The District’s largest creditor was the State of California (the “State”), which filed a proof of claim for an amount exceeding $9,500,000.
