This case involves a petition for writ of habeas corpus under 28 U.S.C. § 2254 brought by Julio A. Atiles-Gabriel (“Atiles-Gabriel”) against ■ the Commonwealth of Puerto Rico (“Commonwealth”) and Edward Garcia-Soto, the Warden of the Puerto Rico Department of Corrections and Rehabilitation (“Warden”) (collectively, “Respondents”).
