YOUNG, District Judge.

This case involves the pervasive societal ramifications — and the enormous unrecognized social costs — of the insidious, and thus far unstoppable, spread of illicit drugs. It comes before the Court on a statement of agreed facts which, in First Circuit and Massachusetts procedural parlance, amounts to a case stated, see RCI Northeast Services Division v.
