Ten residents and taxpayers of Franklin County filed a declaratory judgment action against the commissioners of Franklin County after the commissioners entered a county order establishing a municipal court.1 The taxpayers alleged that House Bill No. 1171 (“HB 1171”), which authorized the establishment of the court, was *287enacted in violation of the original purpose provision of article III, section 21 and the single subject provision of article III, section 23 of the Missouri Constitution.
