Terry Gale Plunk, an Arkansas state inmate, filed this petition for a writ of habeas corpus under 28 U.S.C. § 2254, challenging his 2007 state-court convictions and resulting 72-year sentence for several felony offenses, including two counts of possession with intent to distribute methamphetamine.
