CANCIO, Chief Judge:

Plaintiffs, Alcoa Steamship Company, Inc. (ALCOA), Bull Steamship Company, Inc. (BULL), Lykes Bros. Steamship Company, Inc. (LYKES), Waterman Steamship Corporation (WATERMAN), and Sea-Land Service, Inc. (SEA LAND), are corporations, engaged in the ocean transportation of cargo and passengers between ports of the United States and ports of the Commonwealth of Puerto Rico. On July 7,1961, Joaquin Gallart Mendia, former Manager of the Puerto Rico State Insurance Fund, mailed a circular letter to the plaintiffs, advising them to include in their payroll returns the wages paid…
