Plaintiff, a resident of the Commonwealth of Puerto Rico, and therefore, a citizen of the United States, challenges the constitutionality of Public Law 600, 48 U.S.C.A. § 731b et seq., contending that this provision does not permit her, as a U.S. citizen, to vote for the President and Vice President of the United States. Public Law 600 was a congressional enactment which offered the people of Puerto Rico a compact whereby they might establish a government under their own constitution.
