Defendant U.S. Department of Treasury-Internal Revenue Service (“United States”) has moved for an order dismissing the plaintiffs’ complaint against it or, alternatively, for an order granting summary judgment. The plaintiffs have not responded to this motion. Defendants State of Wisconsin Department of Revenue and Department of Industry, Labor and Human Relations (“DILHR”) have also moved to dismiss the plaintiffs’ complaint.
