El Paso Electric Company; Coopers & Lybrand; Kemp, Smith, Duncan & Hammond, P.C.; Maury Page Kemp and Jean Jones Kemp (collectively, “El Paso Electric” or “appellants”) appeal from a final order denying their claims under section 105.002 of the Civil Practices and Remedies Code against appellees the State Board of Insurance, the Texas Department of Insurance, and Georgia D.
