This is a bill in the nature of a bill of review to obtain a rehearing or reconsideration of a case finally determined by this court and affirmed by the Circuit Court of Appeals. United States v. West Side Irrigating Co. (D. C.) 230 Fed. 284; West Side Irrigation Co. v. United States, 246 Fed. 212, 158 C. C. A. 372. The parties are here reversed, but for convenience will be referred to as plaintiff and defendant, as in the original proceeding.
