Appellant received a certificate certifying that at the last regular election of county officers for the county of El Paso, he was elected treasurer. This certificate was based upon a eanvass of returns made by the judges and canvassers of election in the several precincts of the county, according to which he was elected by a plurality of 106 votes over his competitor, the appellee.
