We must decide, once again, whether claims for negligence and related claims have alleged a "medical injury" within the meaning of the Health Care Malpractice Claims Act ("Health Claims Act" or "HCA"). Md. Code (1974, 2013 Repl. Vol.), §§ 3-2A-01, et seq. of the Courts and Judicial Proceedings Article ("CJP"). Petitioners Shelia Davis and her husband Robert Davis, sued Frostburg Facility Operations, LLC ("Frostburg") for injuries Ms. Davis allegedly sustained while staying at one of Frostburg's facilities.
