Presently before the Court is Defendant United States Department of Veterans Affairs’ (“VA”) Motion to Dismiss or for Summary Judgment (# 30) filed on May 15,1998. On May 19, 1998, the VA filed an Erratum to its Motion to Dismiss or for Summary Judgment (# 32). Plaintiff Quality Mechanical Contractors, Inc.
