Appeal from a decision of the Unemployment Insurance Appeal Board, filed March 8, 1989, which, upon reconsideration, adhered to its prior decision ruling that claimant was entitled to receive unemployment insurance benefits.

City Volunteer Corps, a nonprofit organization, operates a youth volunteer program for the City of New York. The program encourages youth volunteers to develop career plans, augment their education and donate various services to the community.
