OPINION
ORME, Judge:
{1 E.H.H.'s mother and stepfather began adoption proceedings by filing a petition to *1258terminate the parental rights of EHH.'s father. The father filed a motion to dismiss the petition for lack of subject matter jurisdiction under 28 U.S.C. § 1738, the Parental Kidnapping Prevention Act (PKPA). The trial court denied the father's motion to dismiss. The case is before us for interlocutory review of whether the trial court could properly exercise jurisdiction in this case consistently with the PKPA. We hold it could not, as California has Jurisdiction over the matter.
