The Gity of Parkersburg, by an ordinance passed on De-cémber 2,1884, ordained that the Parkersburg Gas Company ‘‘ shall have the exclusive privilege of using the streets, alleys, and public grounds of said city for the purpose of laying down pipes for the conveyance of gas in and through said city, for the use of said city and its inhabitants, for the term of thirty years; ” “ that the said company shall have the sole and exclusive privilege of using the streets, alleys, and public grounds of said city for the purpose of lighting said city with gas for the full term and period…
