Plaintiff brought a pro se declaratory judgment action against Township High School District 214 (District 214) and the Illinois State Board of Education (State Board) asserting that a $350 fee for a Buffalo Grove High School driver education course was unauthorized under the Illinois Administrative Code (23 Ill. Adm. Code §252.30(a)(3), amended at 32 Ill. Reg. 10935, eff. July 7, 2008) and the free education clause of the Illinois Constitution (Ill. Const. 1970, art. X, §1).
