1. INTRODUCTION

Plaintiffs 1 (collectively referred to as “Action Manufacturing”) bring this action against defendants 2 pursuant to the Com prehensive Environmental Response, Compensation, and Liability Act, 42 U.S.C. § 9601 et seq. (“CERCLA”), and Pennsylvania’s Hazardous Site Cleanup Act, 35 Pa. Stat. Ann. § 6020.101 et seq.
