Following a decision of an administrative magistrate of the Division of Administrative Law Appeals (divi*745sion)1 ordering the Rate Setting Commission (commission) to raise Baystate Medical Center’s (Baystate) Medicaid reimbursement rates for fiscal year 1982, the commission, pursuant to G. L. c. 6A, § 36 (1994 ed.), filed a complaint in the Superior Court claiming that the division exceeded its statutory authority and that the division’s decision was erroneous as a matter of law.
