DECISION

This case is before the Court on the request of several retired teachers for a declaration, adjudging the Pawtucket School Department's attempt to impose a health insurance premium co-payment1 to be a breach of the collective bargaining agreements in effect when each Plaintiff retired. For the reasons set forth below, the Court grants Plaintiffs' request in part and denies it in part.

FACTS
