Appeal from a judgment of the Supreme Court (Ellison, J.), entered April 4, 1988 in Tompkins County, which granted petitioner’s application, in a proceeding pursuant to CPLR article 78, to annul a determination of the Board of Planning and Development of the City of Ithaca denying petitioner’s application for subdivision approval.
