POWERS, Justice.

Brazoria County sued in district court for judicial review of an order issued by the Texas Water Commission in a contested case. 1 As we construe the judgment below, the district court held the order did not constitute a final decision by the Commission and dismissed the cause for want of subject-matter jurisdiction. 2 We will affirm the judgment in part and vacate it in part.
