Plaintiff Robert F. Davis — tripped up by a joint state-federal undercover law enforcement operation in 1985 and then, for nearly five years, entangled in the New Jersey criminal courts — filed this action in the United States District Court for the District of New Jersey, challenging conduct involved in the government sting and his subsequent prosecution.
