This is a CPLR article 78 proceeding brought by petitioners Carl Jackson, Alma Torres, Anthony Oddone, Angel Reyes, and Robert O’Connell, prisoners who are or were confined in what are known as “close custody” housing areas in various New York City jails operated by the Department of Correction (DOC), through its Commissioner, respondent Martin Horn.
