Franklin Antonio Moreno-Bravo (petitioner or appellant) appeals from the November 19, 2003 judgment of the United States District Court for the Eastern District of New York (Ross, J.), denying his petition for a writ of habeas corpus. While his appeal was pending in this Court, Congress passed the REAL ID Act of 2005 (REAL ID Act, REAL ID, or Act), Pub.L. No. 109-13, 119 Stat. 231, 302, which greatly altered the legal framework for disposing of habeas petitions that, like Moreno-Bravo’s, challenged a final order of removal.
