In the principal case, the Commissioner brought a bill in equity seeking injunctive and declaratory relief against the Lawrence Housing Authority and the J. A. Leone Realty and Development Corporation (Leone). He sought to restrain the housing authority and Leone from making or receiving “any payments for work performed in the construction of” a housing project known as Project Mass-10-7.
