The City of Billings appeals from an order of the District Court affirming the judgment of the Montana Human Rights Commission in favor of Emerson Green. We affirm the judgment of the District Court.

The issues presented on appeal are:(1) Did the Montana Human Rights Commission follow proper procedures?(2) Was the decision of the Commission arbitrary, capricious and clearly erroneous?(3) Did the District Court apply the proper standard of review?
