In 1977,. appellant, Yvonne Martinez filed a complaint with the Montana Human Rights Commission (Commission), charging the respondent, Yellowstone County Welfare Department (Department), with racial discimination. The charge stemmed from the Department’s rejection of Martinez’ applications for several job vacancies. Following an investigation, the Commission conducted a hearing. On November 1, 1979, the Commission issued findings of fact, conclusions of law and an order determining that the Department had unlawfully discriminated against Martinez.
