Zhong Qin Yang, a native and citizen of China, has filed a petition for review of the decision of the Board of Immigration Appeals (BIA) dismissing his appeal of the denial of his applications for withholding of removal under 8 U.S.C. § 1231(b)(3) and the Convention Against Torture (CAT) and deferral of removal under the CAT. 1 Yang was convicted of conspiracy to commit access device fraud in violation of 18 U.S.C. § 1029(b)(2) and aggravated identity theft in violation of 18 U.S.C. § 1028A(a)(l), sentenced to a total of 30 months of imprisonment, and ordered to pay $54,329.44 in…
