On 4 August 1997, this Court granted appellants’, John and Grace Hiter, and appellees’, Security Management Corpora*254tion (“SMC”), Victor Posner, and Harford County, Maryland, Joint Motion to Consolidate Case Numbers 3787-8-137 (Case I) and 3817-8-167 (Case II) for appellate consideration.
