This appeal arises from a petition filed with the Circuit Court for Anne Arundel County requesting judicial review of a decision of the Anne Arundel County Board of Appeals (the “Board”). On December 16, 1992, the Anne Arundel County Office of Planning and Zoning (the “County”)1 issued a Notice of Zoning Violation (the “notice”) to appellees, 2020C West Street, Inc.
