MEMORANDUM OPINION
STRAWBRIDGE, United States Magistrate Judge.
I. INTRODUCTION
Plaintiff State Farm Mutual Automobile Insurance Company (“State Farm”) brought this declaratory judgment action against Defendants Diane F. Hughes and Douglas C. Hughes (collectively, the “Hugheses”) seeking a determination of its obligations under the Motor Vehicle Financial Responsibility Law, 75 Pa. Cons. Stat. §§ 1701, et seq.
