HAND, District Judge.
[1] The defendant asserts, and the government does not deny, that the act means to make criminal only such acts as occur within the territory of the United States. It is therefore unnecessary to consider what would be the effect of an act which subjected to punishment a corporation doing business in our territory for acts occurring wholly in the territory of the city of Bremen.- Such legislation would be clearly violative of the general principles of international law (American Banana Co. v.
