Plaintiff Advanced Cardiology Center Corporation (“ACC”) brings this action under 42 U.S.C. § 1983, alleging that Defendants Municipality of Mayagüez (“Mayagüez”); José Guillermo Rodríguez Rodríguez, Marisel Mora González, and the conjugal partnership between them; and various unknown parties have retained ACC’s property in violation of the Fourth, Fifth, and Fourteenth Amendments to the U.S. Constitution.
