OPINION

HORN, Judge.

On August 30, 2002, this court issued an opinion finding that John Crowley was entitled to Law Enforcement Officer (LEO) status and locality pay benefits under section 404 of the Federal Law Enforcement Pay Reform Act (FLEPRA) while serving in the *377Drug Enforcement Agency (DEA) from October 1,1991 through April 1, 2001. Crowley v. United States, 53 Fed.Cl. 737, 792 (2002). Plaintiff now claims he is entitled to interest on the FLEPRA back pay damages awarded by the court, and cites the Back Pay Act, 5 U.S.C. § 5596(b) (2000), as a waiver of sovereign immunity allowing…
