This is a dispute over a property line in a residential area of the Village of Illiopolis. Illiopolis has a population of approximately 1,150 and is located between Decatur and Springfield. Kelsan Heights Addition (Addition) is shown by a plat recorded on July 12, 1957, and the north line of the Addition borders agricultural fields.
