MEMORANDUM OPINION AND ORDER
TASHIMA, District Judge.
This is a civil enforcement action brought by the People of the State of California (People) by and through the District Attorney of the County of Los Angeles, State of California. The complaint charges two violations of state law: the state antitrust statute, known as the Cartwright Act, Cal. Bus. & Prof.Code, § 16720 et seq., and the state unfair competition statute, Cal.Bus. & Prof.Code, § 17200 et seq.
