This matter comes before the court on an appeal from the deci*71sion of the Pennsylvania Liquor Control Board imposing a fine against the petitioners, Alexander H. Ross and JoAnna LaRue Ross, trading as Sandy’s Hotel.

FACTS

The petitioners are owners and operators of Sandy’s Hotel, a hotel licensed for the sale of alcoholic beverages located in Paint Township, Somerset County.
