SEYMOUR, Circuit Judge.
Russell Kevin Voss was sentenced to sixty five months imprisonment for conspiring to possess listed chemicals with intent to manufacture methamphetamine in violation of 21 U.S.C. § 846 (1988). His sentence was imposed pursuant to the United States Sentencing Commission’s Guidelines Manual (Nov.1989) (hereinafter “Guidelines”). The government challenges the propriety of the sentence.
