Acceptance Insurance Companies, Inc. (“Acceptance”) appeals the final decision of the United States District Court for the District of Nebraska denying its motion to retransfer to the United States Court of Federal Claims its suit against the United States alleging a taking of its property in ■violation of the Fifth Amendment to the Constitution.
