Because I disagree with the majority’s conclusion that Western Michigan University’s project to build a recreational facility is subject to the prevailing wage act, I respectfully dissent. I believe that the majority has given a strained interpretation of the meaning of “sponsored or financed in whole or in part by the state” in the act that is not supported by the plain meaning of the statute, is contradicted by the statute itself, and renders nugatory part of the provisions where the building agent is a state institution.
