Tbe plaintiff, Cline V. Campbell, sued tbe Houston Belt & Terminal Railway Company for damages, but later amended, dismissing tbe railway company, and substituting W. G. McAdoo, Director General of Railroads, in conformity with special order No. 50 of the Director General.
