On February 10, 2014, Edmund Micha-lowski filed suit against then-Illinois State Treasurer Dan Rutherford and Kyle Ham, Michalowski’s direct supervisor, alleging violations of the First Amendment and the Equal Protection Clause of the Fourteenth Amendment under 42 U.S.C. § 1983.
