This appeal involves the constitutionality of the Baldwin County Severance Tax Act, a local act, which provides:
"In addition to the state privilege tax levied upon persons engaging in the business of producing or severing oil or gas or other hydrocarbons from the soil or waters of this state pursuant to Act No. 2, H. 47, approved May 19, 1945 Gen.
