INTRODUCTION
The court originally issued its order in this case March 10, 1981. That order is hereby amended to clarify the court’s opinion.
This action involves a challenge to action taken by defendant State Board of Equalization (the “Board”) by which it informed plaintiffs Trailer Train Company (“Trailer”) and Railbox Company (“Railbox”) that the tax rate on their rail cars for 1978 would be more than doubled.
