In this case, Appellant, Pennsylvania Labor Relations Board (“PLRB” or “Board”), and Intervenor-Appellants, Council 13 of the American Federation of State, County and Municipal Employees, AFL-CIO (“AFSCME”), appeal from an Order of the Commonwealth Court.
