Respondents, the North Carolina Department of Health and Human Services’ Division of Social Services and Division of Medical Assistance (collectively “DHHS” or “the agency”), appeal from the superior court’s decision reversing DHHS’ final decisions regarding petitioner Maria D. Meza’s entitlement to emergency Medicaid coverage as a non-qualified alien for two separate periods of medical treatment in the fall of 2004 and winter of 2005.
