This appeal is from a judgment of the superior court affirming an order of Robert K. Lane, the Arizona State Land Commissioner, refusing to accept an offer by Havasu Heights Ranch and Development Corporation (Havasu Heights) to lease state trust lands on terms different from those offered by the state land department (the “department”).
