OPINION

KENNEDY, Chief Judge.

{1} In this case, we hold that expert testimony is needed to establish the standard of care for monitoring inmates in prisons. Monique Villalobos (Plaintiff), an inmate at the Doña Ana County Detention Center (Detention Center), sued the Board of - County Commissioners of Doña Ana County, the Detention Center, and Christopher Barela (collectively, County Defendants) for negligence after she was assaulted and raped by three inmates: Amanda Bugl, Adaly Moreno, and Melissa Saenz (collectively, Inmate Defendants).
