Plaintiff Michael David Ogden (“Plaintiff’), as Special Administrator of the Estate of Charles Benson Ogden (“Ogden”), alleges that the County of Maui (the “County”) and Maui Police Officer Clifford Pacheco (“Officer Pacheco”), (collectively “Defendants”), violated Ogden’s constitutional and state rights when Officer Pacheco shot and killed Ogden.
